Temporary halt on housing construction requests

Until January 1, 2027, the municipality will not be accepting any new housing construction requests. There are currently enough homes planned to meet local demand.

You can submit other types of spatial requests.

Other types of spatial requests:

  • Activity
  • Education
  • Requests through the VAB policy
  • Conversion of (agricultural) farmhouses into regular homes
  • Care-for-each-other homes and informal care homes
  • Residential care initiatives
  • Housing division
  • Housing for international employees

  • Requests in which the municipality has taken an active role

What is the intake and environment table?

The municipality of West Maas en Waal uses the intake and environment table to assess spatial requests properly and on time.

We will look at this together with you and our advisors:

  • whether your request fits within the policy and environmental vision (desirability)
  • whether your request is feasible and fits well into the environment (feasibility)

This will give you clarity quickly and prevent you from submitting a request that is unlikely to be successful. That saves time and money.

How we process your request

Would you like to make changes to the physical environment that are not in line with the environmental plan? For example, expanding a business or starting a campsite? If so, you can submit a request to the municipality.

We assess your request in six steps. This gives you quick clarity about what is possible, what is needed, and how to proceed.

Step-by-step plan

Step 1: Submit your request

Please submit your request using our application form. Make sure you include all the requested information. Only then can we assess your request.

What information do we need for a proper assessment?

  • Description of the request
    • Provide a clear description of your request. For example: a catering establishment or a business location.
    • Explain what the purpose is and why you are making this request.
    • Please indicate the expected timeline for your request.
  • Location details
    • Please provide the address and cadastral details of the location.
    • Add a sketch or map showing the location.
  • General justification
    • Describe how your request fits within current policy or regulations. Consider the (temporary) environmental plan or environmental vision.
    • Please indicate whether you anticipate any bottlenecks or obstacles, and what opportunities you see.
  • Participation
    • Tell us whether and how you will involve the community in your request.
  • Visual material (optional)
    • Do you have a sketch, drawing, or visualization? Please add it. This will help us to understand your request.

Step 2: We assess the complexity of the request

After you have submitted your request, we will check whether it is complete. If your request is incomplete, we will not process it.

Simple or complex request

If the request is complete, we will assess whether it is a simple or complex request. This depends on the content of your request.

  • We forward simple requests to the Rivierenland Environmental Service (ODR). They will then inform you about the next steps. They will treat your request as a preliminary consultation.
    Please note: The following steps will no longer apply to your request.
  • We handle complex requests via the municipality's intake and environment desk.

We can only make this assessment if your request has been submitted in full and in the correct manner.

Step 3: Assessment of suitability at the intake table

Is your request complex? Then we will discuss it in our internal consultation: the intake table. We will assess whether your request is desirable. That means:

  • Does it fit within the municipality's vision?
  • Does it align with policy and what we want in the area?
  • Is it promising enough to develop further?

Feedback by email

After the meeting, you will receive feedback by email. This will include:

  • Whether your request is desirable
  • Points to consider in further elaboration
  • Which procedure you need to follow and who your contact person is

Step 4: Implementation and participation

Is your request feasible? If so, we will schedule an initial meeting with you. You will be assigned a designated contact person at the municipality.

What will we discuss during the initial meeting?

During the initial meeting, we will discuss the next steps:
• Further elaboration of your request
• Involving the community in your plans (participation)
• Additional research (if necessary)

Your designated contact person will guide you through this process and answer any questions you may have.

Step 5: Assessment at the environmental table

Has your request been finalized? And have you completed the participation process? Then you can submit it to the environmental committee. This will be done in consultation with your contact person.

Assessment by the environmental committee

The environmental committee includes various advisors from within and outside the municipality, such as the Rivierenland Environmental Agency and the Gelderland-Zuid Safety Region.

Together, they will assess whether your request is feasible. Among other things, they will consider:

  • the impact on traffic, landscape, and water
  • whether it fits in with the surroundings
  • whether you have participated sufficiently

You may join the neighborhood table to explain your request. You can then provide explanations and answer or ask questions.

Does the Environmental Committee consider your request feasible? If so, you can elaborate on it in a formal application.

Step 6: The formal application

Is your request feasible? Then you can start the official procedure. This means that you submit a formal application.

There is a good chance that you will receive permission to carry out your request. The assessment at the environmental table was positive.

Submit the formal application

How you submit your application depends on your request. We will let you know which route applies to you:

  • via the environmental desk (permit application)
  • by submitting a written request to amend the environmental plan

Then we will start the formal procedure.

Good to know

When you submit your request to the intake and environmental committee, you will get an idea of how desirable your initiative is. The outcome of the environmental committee is a recommendation regarding the feasibility of your plan. This is not a decision that you can appeal or object to. Nor does the outcome of the environmental committee confer any rights or obligations in the subsequent process. A positive recommendation is no guarantee that the permit will be granted or that the environmental plan amendment will be implemented.
