Extension of the temporary suspension of new housing construction applications
Temporary moratorium extended on new housing development applications, except in Appeltern
On June 24, 2025, the City Council decided to extend the temporary moratorium on new housing development applications until January 1, 2027. This means that, for the time being, we will not be processing any new housing development applications.
On March 3, 2026, the municipal executive decided to Appeltern accepting new housing development applications for Appeltern effective April 1, 2026. No such plans are currently in the works. Therefore Appeltern there is room for new housing development applications in Appeltern .
Why this measure?
In the municipality of West Maas en Waal, approximately 1,200 homes are currently under preparation or construction. The expected housing demand until 2045 is approximately 1,170 homes. This means there is sufficient supply to meet local demand.
To ensure these plans are actually carried out, the municipality will focus primarily on developing and implementing existing projects in the coming years. We will also use this period to further refine key policy decisions and substantive requirements. This will allow us to continue building a high-quality, future-proof living environment.
This measure applies only to new housing construction applications
This measure applies exclusively to new housing development applications. We will continue to process existing applications that are already under review or have already received preliminary approval as usual.
Requests that we do process
Starting July 1, 2025, we will once again begin processing the following types of zoning requests:
- Recreation & Tourism
- Bustle
- Education
- Requests under the VAB policy
- Conversion of (agricultural) farmhouses into regular residential homes
- Care-for-one-another homes and informal care homes
- Residential Care Initiatives
- Home Division
- Housing for international employees
- Crisis situations
- Requests in which the municipality has taken an active role
New procedure effective July 1, 2025
Effective July 1, 2025, a new procedure will be in place for submitting and processing planning requests. This approach is more closely aligned with the Omgevingswet, ensures early coordination with consultants, and gives public participation a more prominent role in the process. This helps us avoid unnecessary extra work.
