Residential care vision and assessment framework

Our residential care vision for West Maas en Waal 2025-2040 sets out what we want to achieve in terms of housing for people who need care or support, and how we want to do that. Our vision was developed in collaboration with people from the field and society. We held various sessions with professionals from healthcare and welfare organizations and the housing association. Residents and informal caregivers also contributed their ideas through meetings and an online questionnaire.

Are you planning to start a residential care initiative?

The assessment framework for residential care initiatives shows the criteria we use to evaluate new residential care initiatives.

The assessment framework consists of three steps:

  1. Basic principles
    • Does the initiative align with existing frameworks? Consider the environmental vision, the residential care vision, the residential care analysis, and national programs.
  2. Needs test
    • Does the initiative meet quantitative needs?
    • Does the initiative contribute to the diversity of the housing supply?
    • Does the initiative meet the qualitative need?
    • How quickly can the initiative be implemented?
  3. Qualitative assessment
    • Is there good integration of care/support?
    • Does the initiative take into account the accessibility of housing and facilities?
    • Does the initiative contribute to the positive health of residents and the environment?
    • Does the initiative contribute to well-being/social interaction, and thus to a caring neighborhood?
    • Is the initiative suitable in terms of location and setting (in relation to the target group)?

Based on this assessment framework, the municipality will issue one of the following recommendations:

  1. A positive recommendation;
  2. A positive recommendation subject to conditions;
  3. Further elaboration is needed.

Housing care analysis provides insight into future demand

Bureau Companen conducted a residential care analysis (2024) for elderly people and other groups with (minor or more serious) care needs in our municipality. This formed the basis for our residential care vision.
