Residential Care Vision and Assessment Framework

Our Housing and Care Vision West Maas en Waal 2025-2040 outlines what we aim to achieve regarding housing for people with care or support needs and how we plan to do so. Our vision was developed in collaboration with practitioners and the community. For example, we held several sessions with professionals from care and welfare organizations and the housing corporation. Residents and informal caregivers also contributed their ideas through meetings and an online questionnaire.

Are you planning to start a residential care initiative?

The assessment framework for residential care initiatives outlines the criteria we use to evaluate new residential care initiatives.

The decision-making framework consists of three steps:

  1. Basic Principles
    • Does the initiative align with existing frameworks? For example, the environmental vision, the housing and care vision, the housing and care analysis, and national programs?
  2. Needs Assessment
    • Does the initiative meet the quantitative need?
    • Does the initiative contribute to the diversity of the housing supply?
    • Does the initiative meet the qualitative needs?
    • How quickly can the initiative be implemented?
  3. Quality assessment
    • Is there effective integration of care and support?
    • Does the initiative take into account the accessibility of housing and amenities?
    • Does the initiative contribute to the well-being of residents and the community?
    • Does the initiative contribute to well-being and community interaction, and thereby to a caring neighborhood?
    • Is the initiative appropriate in terms of its location and setting (in relation to the target audience)?

Based on this assessment framework, the municipality will issue one of the following recommendations:

  1. A positive recommendation;
  2. A positive recommendation under " Requirements";
  3. Further elaboration is needed.

Housing care analysis provides insight into future demand

Companen has conducted a residential care analysis (2024) for older adults and other groups with (mild or more significant) care needs in our municipality. This served as the basis for our residential care vision.
