Building a driveway or entrance
What is it?
You cannot simply create an entrance or exit onto a public road. You must notify the municipality in advance and check whether you need an environmental permit for this.
What should I do?
- You must notify the municipality that you wish to construct or modify an entrance or exit. Be sure to do this at least 4 weeks before you plan to begin construction.

How long does it take?
Application for an environmental permit (standard application)
You will be notified within 8 weeks whether you have been granted the environmental permit. The municipality may extend this period by 6 weeks. If the municipality does not make a decision within the specified period, you will automatically be granted the permit (by operation of law).
If you disagree with the municipality’s decision, you may file an objection within 6 weeks.
Application for an environmental permit (comprehensive application)
For complex applications, the decision-making period is 26 weeks. This period may also be extended once by 6 weeks. Under this procedure, you will not be granted the permit automatically.
The municipality will issue a draft decision regarding your application. Anyone may submit their opinion (comments) on this within 6 weeks. If you disagree with the draft decision, please explain why in your comments. You will be notified automatically whether your permit has been granted.
If you disagree with the municipality’s decision, you may file an appeal with the court within 6 weeks. You may only do so if you have also submitted comments on the draft decision.
