Constructing an exit or entrance

What is it?

You cannot simply create an entrance or exit to a public road. Notify the municipality in advance and check whether you need an environmental permit for this.

What should I do?

  • Notify the municipality that you wish to construct or modify an entrance or exit. Be sure to do this at least 4 weeks before you wish to begin construction.
  • You can check whether you need to apply for an environmental permit via the Omgevingsloket (Environment Desk). You can submit your application online immediately. Use your DigiD to do so. You can also download and print out the form.

Companies can only submit their application online. To do so, use eHerkenning.

How long will it take?

Application for an environmental permit (standard application)

You will be notified within 8 weeks whether you will receive the environmental permit. The municipality may extend this period by 6 weeks. If the municipality does not make a decision within the period, you will automatically receive the permit (by operation of law).

If you disagree with the municipality's decision, you can lodge an objection within six weeks.

Application for an environmental permit (extended application)

For extensive applications, a decision period of 26 weeks applies. This period can also be extended once by 6 weeks. With this procedure, you will not receive the permit by operation of law.

The municipality will draw up a draft decision on your application. Anyone can submit their opinion (view) on this within six weeks. If you disagree with the draft decision, you should state why in your opinion. You will automatically be notified whether you have been granted the permit.

If you disagree with the municipality's decision, you can lodge an appeal with the court within six weeks. This is only possible if you have also submitted an opinion on the draft decision.
