First-time Homebuyer Loan: Questions and Answers

1. What is a first-time homebuyer loan?

The Starter Loan is a loan for first-time homebuyers. This loan is in addition to a standard first-time homebuyer mortgage with a National Mortgage Guarantee (NHG). If you take out a mortgage with an NHG, you may be eligible for a Starter Loan. This loan is designed to give first-time homebuyers more opportunities to purchase their first home.

This loan bridges the gap between the purchase price of your new home and the maximum mortgage you can obtain as a first-time homebuyer. You can take out this loan in addition to a first-time homebuyer mortgage with a repayment plan that suits your needs (annuity or linear).

This loan is available in approximately 200 different Dutch municipalities, including the Municipality of West Maas en Waal. The exact options and Requirements for a Starter Loan vary by municipality. The Starter Loan is offered by the Stimuleringsfonds Volkshuisvesting Nederlandse Gemeenten (SVn).

2. Who is eligible for the starter loan?

The starter loan is intended for first-time homebuyers who have never owned a home before and who are unable to finance their first home entirely with a mortgage. The starter loan is a second loan.

3. What is the amount of the starter loan?

Depending on your financial capacity, the starter loan in our municipality is capped at €50,000. To be eligible for the loan, the property, including ancillary costs, must not exceed €470,000. If you invest in energy-saving measures, the maximum cost limit increases to €498,200.

A loan involves financial risks. It is important that you understand what those risks are. That is why you will be asked to complete a questionnaire as part of the official application process.

5. Do I need a mortgage advisor to apply?

This is not a requirement. However, it is common practice to hire a mortgage advisor when purchasing a home to help arrange or organize the financing. Mortgage advisors are usually well-informed about the first-time homebuyer loan. They can assist you in applying for the first-time homebuyer loan.

6. What documents do I need to submit?

Please submit the following documents along with the online application form (for both the applicant and the co-applicant):

  • A copy of the purchase and construction agreement or purchase contract signed by both parties (which must Requirements precedent regarding financing)
  • A copy of a valid form of identification (passport or ID card)
  • Copy of the lease agreement(s) and/or a statement from the landlord (if applicable)
  • Are you planning to install energy-saving measures? If so, you will need a list of these measures, including quotes from the contractor(s). Ensure that the energy-saving measures are listed and budgeted separately.
    Examples of energy-saving measures include: high-efficiency boiler, roof, pipe, and floor insulation, HR++ glass, energy-efficient window frames and/or doors, energy-efficient ventilation including high-efficiency fans, heat pump, heat recovery, solar water heater, and solar panels.

7. Can I apply even if I don’t have all the documents yet?

8. Why does the application process involve two different organizations?

The municipality determines whether you are eligible for a first-time homebuyer loan.
The Public Housing Incentive Fund (SVn) administers the first-time homebuyer loan program. SVn handles the application process, the financial assessment, and the disbursement of the loan.

9. Who or what is SVn?

The Public Housing Incentive Fund (SVn) offers a variety of loans that consumers and businesses can use to achieve their housing and business goals. 10. How soon will I hear from the municipality regarding whether or not my application has been approved?

You will receive a written response from the municipality within a few days to a maximum of two weeks.

11. I received a letter of approval; does that mean I’m automatically eligible for a starter loan?

No. A letter of approval means that you or your mortgage advisor may submit an application for a first-time homebuyer loan to SVn.

12. Can I request additional funds or a larger loan?

No, the amount of the starter loan is a one-time payment and is limited to the amount approved.

13. What is the interest rate?

The interest rate is determined on the date the application is received by the Public Housing Incentive Fund (SVn). You can perform a sample calculation on the SVn website at .
