Notice of demolition of a building or part of a building

What is it?

You usually don’t need a permit to demolish a building. However, you are often required to report the demolition.

Therefore, please use the Permit Check tool on the Omgevingsloket website at . It contains a comprehensive overview of all demolition regulations.
From there, you can submit a notification or apply for a permit. You will need to use DigiD or eHerkenning to do so.

What should I do?

Report a demolition

You must file a demolition notice in the following cases:

  • The demolition will generate 10cubic meters or more of waste
  • When demolishing a building, remove the asbestos

Demolition Notice and Permit

You also need a permit in the following cases:

  • demolition work on a designated historic landmark
  • demolition work on a building located within a protected urban or rural area
  • demolition in violation of the environmental plan

If you also need a permit, you can apply for it at the same time you file the demolition notice.

Submit your notification at least 4 weeks before you plan to start. In the following cases, you must submit your notification no later than 5 business days in advance:

  • Your company is performing repair or renovation work on a section of the building that contains asbestos. This applies only if, during those 4 weeks, the building is unnecessarily vacant or the work interferes with its use.
  • The landlord is performing maintenance work.
  • The resident who has bonded asbestos up to a maximum of 35 m2 per plot. Examples include:
    • screw-fastened corrugated sheets containing bonded asbestos fibers (not roofing shingles)
    • floor tiles
    • non-adhesive flooring

After the demolition notice

  • The municipality will send you a confirmation of receipt of the demolition notice.
  • If your report is incomplete, you will be notified and will need to submit a new report.
  • If your application is complete, the municipality may Requirements on the demolition work. You Requirements comply with these Requirements .

Report the start and end of work

  • Before you begin demolition work, you must notify the municipality. Please do so at least 2 business days in advance.
  • Once you have completed the work, please also notify the municipality. Please do so no later than the first business day after you have completed the work.

What do I need?

Information to be included in the demolition notice

  • name and address of the owner of the structure to be demolished
  • name and address of the contractor performing the work
  • address, parcel number, and type of structure
  • the dates and times when you will be demolishing
  • how to demolish
  • information about the waste and how you plan to dispose of it

Include reports with the demolition notification

When submitting a demolition notice, you may also be required to include one or more reports. For example:

  • (if you expect asbestos to be released) an asbestos survey report from a certified asbestos survey company
  • a demolition safety plan: to ensure safety at the demolition site
  • a report on an acoustic study: to reduce noise pollution
  • A report on a vibration study: to minimize vibration-related disturbances

Please note: You must always include an asbestos inventory report if the building was constructed before 1994.

How long does it take?

Once you have submitted your demolition notice, you may begin demolition after four weeks. You may only do so if you have not received a notice stating that your application is incomplete.

If you have submitted a demolition notification for work that required at least 5 business days’ advance notice, you may begin demolition after 5 business days. However, if you have been notified that your notification is incomplete, you must submit a new notification. In that case, the waiting period starts over.

If you have also applied for a permit, you will receive a response within 8 weeks. The municipality may extend this period by 6 weeks. Sometimes we need advice and approval from another organization (competent authority). In that case, additional time will be required.
