Response Memorandum on Bernhardstraat
We created a preliminary design for Bernhardstraat. Local residents were invited to provide feedback on this design. Their comments are listed below. You will also find the municipality’s responses.
The options for the hard surface strip were:
- If there are curbstones, parking is allowed
- permeable pavers, which allow for parking (rainwater drains more effectively)
- If there is landscaping, parking is not permitted
- a combination of the above options
The options for traffic-calming measures were:
- speed bumps, such as those on Trambaan in Beneden-Leeuwen
- staggered road narrowing with landscaping, such as on Zandstraat-Oost in Beneden-Leeuwen
| Choice of pavement strip | a combination of the above options |

| Choice of traffic-calming measure | staggered road narrowing with landscaping, such as on Zandstraat-Oost in Beneden-Leeuwen |
| Comments from residents |
We do not support the idea of speed bumps. If only three speed bumps were installed, as shown in the presented drawing, drivers would still speed between them (just as they do now!), and this would yield too few benefits in terms of safety and vibration reduction. |
| Response from the municipality | We are adding one more road narrowing, bringing the total to four. To ensure safe walking, we are installing a hedge along the roadway. This will create a separation between the sidewalk and the roadway. Parking on the paved strip will no longer be permitted. Cars will, however, be able to park on the roadway. We will construct a sidewalk from house numbers 31 through 37. A block hedge will also be installed here to separate it from the roadway. You can find all the changes in the preliminary design. |

| Comments from residents | As far as I’m concerned, the situation should stay as it is now—just new asphalt. I don’t think speeding is really that much of a problem, but there will always be complaints. Hopefully, after the renovation, truck traffic will still be allowed, and the beautiful carnival parade will still be able to use Bernhard Street. |
| Response from the municipality | The dimensions will be chosen so that freight traffic can continue to pass through. We assume that the chassis of the carnival floats is no wider than that of a truck. The minimum distance between the narrowings is 17 meters. |

| Comments from residents | House number 30 is not shown on the drawing you sent. We are surprised that you are working with outdated drawings and basing your plans on them. The current speed bumps are located in front of the garage exit. We would like to see them moved to a more westerly location, which would be between numbers 30 and 28. We would also like to see the drainage ditch, which currently runs up to number 28, extended—including the associated street drains—all the way to our driveway. The current situation means that rainwater from the road flows onto our property when it rains. |
| Response from the municipality | We have roughly sketched in house no. 30. We will extend the drainage ditch and its associated inlets. |

| Comments from residents | We would like to keep the situation as it is now as much as possible. We believe it is important that pedestrians can walk safely and that there is sufficient parking space. In addition, it is very important to us that there are no road narrowings near house numbers 9 and 11, due to the sloped angle of the driveway, which would otherwise make it difficult to turn in, especially with a trailer. |

| Comments from residents | As residents of Bernhardstraat, we got together, reviewed the city’s plans, and shared our wishes with one another. This process led, in an ideal sense, to the following vision. We would like to see Bernhardstraat redesigned to be safe, green, and visually appealing. To improve traffic safety, we propose green zones inspired by the model used on Zandstraat-East. These green zones could be installed at multiple locations, spaced at similar intervals to those on Zandstraat, to effectively reduce speed. We believe that installing them at only three locations would be insufficient to have a meaningful impact. We believe it is important to create a safe and pleasant walking route for pedestrians. One option is a strip along property lines designated as a pedestrian zone along the entire length of Bernhardstraat (from Florastraat to Faunastraat), with reduced parking space and a clear separation between the roadway and the sidewalk. This separation could be created using planters combined with a drive-over lane divider at the parking spaces that are to be retained. Alternatively, the sidewalk could be placed on the other side of the street, if that is more convenient for underground infrastructure. To improve the street’s appearance, we would like to see more greenery and a fully paved cobblestone surface, so as to avoid a patchwork of asphalt and cobblestones. These measures will make Bernhardstraat visibly more attractive and demonstrably safer—not only for us as residents, but for everyone who passes through our beautiful street. We would be delighted if the municipality were to approve of our ideas and incorporate them into its plans. P.S. I just wanted to let you know that we haven’t received a personal letter from you. |

| Comments from residents | As residents of Bernhardstraat, we got together, reviewed the city’s plans, and shared our wishes with one another. This process led, in an ideal sense, to the following vision. We would like to see Bernhardstraat redesigned to be safe, green, and visually appealing. To improve traffic safety, we propose green zones inspired by the model used on Zandstraat-Oost. These green zones could be installed in several locations to effectively reduce speed while allowing through traffic to pass through. To ensure that the greenery used also serves a purpose for wildlife and promotes biodiversity, it is essential to use native (preferably local) plant material. When planting trees, do not use cultivated species. These are often visually appealing trees, but their fruits are empty husks. In short, they provide no food or other benefits. I am personally committed to this cause in my daily life and would be happy to contribute ideas or provide further explanation. We believe it is important to create a safe and pleasant walking route for pedestrians. One option is a slightly raised strip along property lines as a pedestrian zone along the entire length of Bernhardstraat (Florastraat–Faunastraat), which would provide a clear separation between the roadway and the sidewalk. This separation could be formed by planters combined with a drive-over lane divider at the parking spaces to be retained. Alternatively, the sidewalk could be placed on the other side of the street if that is more convenient for underground infrastructure. To improve the street’s appearance, we would like to see more native greenery and a fully paved cobblestone surface, so as to avoid a patchwork of asphalt and cobblestones. These measures will make Bernhardstraat visibly more attractive and demonstrably safer—not only for us as residents, but for everyone who passes through our beautiful street. We would be delighted if the municipality were to approve of our ideas and incorporate them into its plans. |

| Comments from residents | We, the residents of Bernhardstraat, would like our street to be safer, greener, and even more beautiful. So definitely no straight stretch of road for cars that mainly encourages speeding. The alternating road narrowings with vegetation would already be a major improvement. However, we believe that these should be installed in more than three places along our street, because, as you know, it is quite a long street, and three will not be enough to keep speeds low in between them. Especially on the side of Noordzuidweg, a set-back right at the beginning of our street would certainly slow down incoming traffic. We would prefer the parking lane to be as green as possible. On-street parking is also important, so using permeable paving stones will keep cars out of the area, allowing pedestrians to use these lanes more peacefully. For the many walkers, the municipality could also construct a paved path through the garden/strip on the south side of our street, similar to the path from Kortestraat to Florastraat. Furthermore, our street would look even more attractive if all the asphalt were replaced with cobblestones, but unfortunately, even with all these effective and attractive improvements, it would still remain an eyesore of a patchwork. |

| Comments from residents | We would like to see Bernhardstraat redesigned to be safe, green, and visually appealing. To improve traffic safety, we propose green zones (similar to the model used on Zandstraat-East). These green zones should be installed at multiple locations, spaced at intervals similar to those on Zandstraat, to effectively reduce speed. Installing them at only three locations is insufficient to have any real impact. It is important for pedestrians to have a safe and pleasant walking route. That is why a pedestrian zone is needed along the entire length of Bernhardstraat (from Florastraat to Faunastraat). We therefore opt for fewer parking spaces and a clear separation between the roadway and the sidewalk. This separation can be created using planters combined with a drive-over lane divider at the parking spaces to be retained. We propose using grass pavers in the parking spaces. For the sidewalk, we believe cobblestones are more suitable. | Comments from residents | Please do not install speed bumps on the street. We are already experiencing problems with the current low speed bumps and uneven pavement. The placement of the traffic-calming measures, as shown in your drawing, is fine. Parking is certainly important, but Bernhardstraat is also a popular walking route. Perhaps the parking lane could remain and be adjusted (made slightly flatter) so that it can also be used as a walking path? Furthermore, the lighting for pedestrians in the street is very limited. This creates risky situations, especially when it gets dark early, as it does now. And then there are many (groups of) young cyclists who ride back and forth to Druten. In the event of road narrowings or chicanes, it would be more pleasant and safer for everyone if they could go around them. Perhaps a solution similar to the one on Florastraat would be an idea? The number of (young) cyclists is truly many times greater than on Zandstraat. |

We REALLY have a lot of pedestrians on our street who are currently getting run over. I don’t see anything changing in that regard under the new plan. We’d like to see improvements there for safety reasons. Currently, the parking lane is often used as an escape route by pedestrians. If you lay stones there with grass growing through them, it won’t be safe to walk there either. I also hope there will be new landscaping because the old one doesn’t look very good anymore. And why isn’t the entire street being paved with stones? After all, as everyone says, it’s the most beautiful street in Boven-leeuwen. It would also fit in much better with the overall look. Speed bumps don’t seem like a good idea to me because of the many old houses, and speed bumps often cause vibrations anyway. |
| Response from the municipality | We are adding one more road narrowing, bringing the total to four. To ensure safe walking conditions, we are installing a hedge along the roadway. The decision to replace a few sections with paving bricks is due to budget constraints. There is currently no funding available to pave the entire area with paving bricks. |

| Comments from residents | When the trees are being planted, the trash cans are placed on the street. And when they’re empty, they’re often kicked over and end up in the middle of the street. No traffic-calming measures are needed—things are fine as they are. I think we could put the money to better use. |
| Response from the municipality | Most residents support the implementation of traffic-calming measures. There will be enough space for the trash cans near the driveways. This will reduce the likelihood of them being kicked over. |

| Comments from residents | We’re pleased to be starting work on renovating the street and improving traffic safety. To ensure a uniform appearance, we would like to see the option of renovating the entire street with paving bricks. Our preference for a road narrowing stems from the fact that it causes less noise pollution than speed bumps and, moreover, offers a more attractive, aesthetic solution. |

| Comments from residents | Two staggered road narrowings are not enough because of the large distance between them; I think there should be at least four. |

| Comments from residents | There are a few short gaps, which could be partially filled if necessary. If they aren't too long, people will still end up racing through them. Perhaps a bike-friendly street where cars are only allowed as guests would be a good idea. In that case, you’d have to be extra careful of speeders. |

| Comments from residents | There are speed bumps there now. Vehicles drive over them at high speeds, especially trucks, because they don’t feel the bumps. But the layer of clay transmits the vibrations to the house. We have already repaired all the cracks and notified the municipality of this. Although the municipality did not feel responsible for compensating for the damage, we urge you not to replace these speed bumps, but to install road narrowings instead. Thank you very much. |
| Response from the municipality | We do not want to install speed bumps, but we propose creating road narrowings with landscaping at four locations. To create a safe sidewalk, we want to plant a block hedge along the roadway to create a separation between the sidewalk and the roadway. This means that parking will no longer be permitted on the paved strip. If necessary, cars can be parked on the roadway. We also want to create a sidewalk in front of house numbers 31 through 37. Here, too, we want to plant a block hedge to create a separation between the sidewalk and the roadway. |
