On December 16, 2025, the executive board B&W of the Municipality West Maas en Waal to approveEnvironmental plan draftEnvironmental plan 22r Bikkelen 36-38D Beneden Leeuwen” and to initiate the procedure by making the plan available for public review. 

Purpose and Location

The plan revises the zoning regulations for the parcels known in the land registry as municipality Wamel, section K, numbers 219, 285, 579, 754, 1074, and 1076 (in part). The land on the north side of Beneden Leeuwen is currently partially zoned for commercial use. The plan provides for the addition of 9 residential units and the retention of the French fry catering business at this location.

Purpose and Location

The plan revises the zoning regulations for the parcels known in the cadastral register as Municipality of Wamel, Section F, nos. 2,594 (partially), 3,346, 3,349, and 3,345 (partially) and covers an area of approximately 18,500 m². Agricultural activity Beneden-Leeuwen currently permitted on the lands on the southwest side of Beneden-Leeuwen . The plan provides for the construction of 63 single-family homes at this location.

What does this zoning plan cover?

The zoning plan makes it possible to build 65 homes on Industrieweg in Dreumel . The plan area is located on the west side of the town center Dreumel lies in the transition zone between the village and the rural area, along the Waaldijk. Currently, the plan area is a small-scale business cluster. To enable the residential development, the permitted uses of the business along the Waaldijk will be restricted.

What is the Visual Quality Plan about?

The Industrial Road, Dreumel Visual Quality Plan sets out the parameters for the desired spatial development, with a focus on the design of the homes to be built. Together with the zoning plan, the Visual Quality Plan is the legal document that outlines the framework for the construction and development plans for this area.

The visual quality plan serves as the assessment framework for municipal and architectural reviews of building and design plans, as well as for the design of public spaces. The visual quality plan becomes part of the architectural guidelines, thereby making it binding on all parties. Under the guidance of the visual quality plan, (private) developers know in advance what quality requirements apply to the design of the buildings and public spaces.

The zoning plan will take effect on April 25, 2025

The zoning plan will not take effect only if a request for preliminary relief is filed. In that case, the Administrative Law Division will first rule on the request for preliminary relief.

The Visual Quality Plan will take effect on Thursday, March 13, 2025

The Visual Quality Plan has the legal status of a policy rule. Pursuant to Article 8:3(1) of the General Administrative Law Act, no objections or appeals may be filed against the adoption decision. The Visual Quality Plan takes effect on the first day following its publication and will become part of the Building Standards Manual.

In the coming period, we will work on further “fleshing out” this environmental plan. We will then adapt all zoning, amendment, and other plans and incorporate them into the environmental plan.
