What is fire-safe use?
For certain types of buildings (such as a daycare center, café, or hotel), you need an environmental permit for fire safety. The municipality will then impose additional fire safety requirements on the building if necessary. These requirements help prevent fires, fire hazards, and accidents caused by fire.
Notification of buildings or temporary structures
For some buildings, you must submit a fire safety notification to the municipality. This applies, for example, to buildings that can accommodate at least 50 people at a time. It also applies to temporary structures, such as a construction trailer. You must submit the notification to the municipality. There is no fee for this.

Reporting of sites and other locations
There is a national regulation governing fire safety and basic emergency response at other locations (Bbgbop). How does it work?
In these cases, you must apply for an environmental permit for fire-safe use:
- You provide accommodations for more than 10 people. For example, in a hotel, guesthouse, hospital, or nursing home.
- During the day, there are more than 10 children under the age of 12 in the building. For example, in an elementary school or daycare center.
- During the day, there are more than 10 people with physical or intellectual disabilities in the building. For example, at a day care center.

Report
If there are at least 50 people in a building at the same time, you must file a report regarding fire safety. This includes:
- educational buildings for secondary and high school education (for children over 12 and adults)
- light industry, such as warehouses, barns, or greenhouse facilities
- offices, such as bank buildings, city halls, or county offices
- meetings held in venues such as convention centers, churches, community centers, or theaters
- swimming pools, gyms, sports halls, or fitness centers
- shopping malls, department stores, supermarkets, train stations, or convenience stores at gas stations
What do I need?
- As a business owner, you will need eHerkenning and your Chamber of Commerce registration number.
- As a private individual, you will need your DigiD.
How long does it take?
- For a permit: 6 months. The municipality may extend this period by 6 weeks.
- To file a report: Your report and supporting documents must be submitted at least 4 weeks before you begin using the building, structure, or site.
Objection or Appeal
- If you disagree with the municipality’s decision regarding your permit, you may file an appeal with the court within 6 weeks. You may only do so if you have also submitted a statement of opinion regarding the draft decision.
- If you disagree with the decision regarding your report, you may file an appeal with the municipality within 6 weeks.
