Construction and renovation, no permit required
What is it?
To build or renovate, you often need an environmental permit (formerly known as a building permit). In some cases, you do not need to apply for a permit, for example:
- for partitions between balconies or rooftop terraces, awnings, or roller shutters
- for dormer windows and outbuildings at the rear of a house
Are you unsure whether you can start your construction project without a permit? You can run a check on the Omgevingsloket website at.
If you think you might need an environmental permit, please see the "Environmental Permit" section for more information.
Do you have plans to build or renovate a historic building? Read aloud about "Renovating, restoring, or maintaining a historic building."

How does it work?
Even if you don’t need a permit, there are health and safety regulations you must follow. These regulations are set forth in the Building Code and neighborhood law.
- The Building Code: There are minimum technical requirements that a structure must meet. These requirements pertain to safety, structural integrity, the environment, energy consumption, and comfort.
- Neighbor law: It’s a good idea to talk to your neighbors before you start building or renovating. If you can’t reach an agreement, you can take the matter to court.
