Electrical Connections for Housing and Educational Projects

Are you working on a housing or educational project that will be completed within ten years? If so, starting October 1, you can take advantage of a program that allows municipalities to apply for an electrical connection earlier.

To which projects does the program apply?

The program is for housing and educational projects that will begin construction within 10 years.

To which projects does this not apply?

The program does not apply to the following projects:

  • Making Existing Homes More Sustainable
  • Expansion of the power grid without additional housing
  • A standalone charging station or other plans that are not part of a housing or educational project

What information do you need for your application?

  • Contact Information
  • Project Name
  • Number and Type of Buildings
  • Number and type of connection
  • Are there any Small-Scale Inseparably Linked Activities (KOVA)?
  • If so, how many connections are needed?
  • Which heating system?
  • Project location (polygon)
  • Start of Construction
  • Level of project readiness (what agreements are in place, and what planning procedures have been completed?)
  • Percentage of public housing, affordable owner-occupied housing, or mid-range rental housing
  • Neighborhood where the project is located
  • Any solar panels or charging stations located behind the meter

Requesting Electricity Transmission Capacity

We process requests in the order in which they are received.

Please read the instructions below before filling out the form.

Explanation and verification questions regarding your application

Is your application complete?

We only process complete applications. You will be notified once your application is being processed. Does a project consist of multiple phases? If so, please submit a separate application for each phase. You must submit a separate application for each phase.

Is all the data final?

Most fields are required and are based on the grid operator’s requirements. If certain details are not yet final, please provide an estimate that is as realistic as possible. The grid operator uses this information to determine the required grid capacity. Please keep in mind that it is not easy to increase the requested capacity at a later date. If you ultimately need more capacity than you originally requested, you will have to submit a new application. A limited safety margin is therefore understandable. However, given the scarcity of capacity on the power grid, it is important to handle this responsibly.

Sequence List

Based on the completed forms, the municipality will draw up a priority list. This priority list will serve as the basis for our coordinated application for electricity in October. We will publish this priority list after September 22, 2026. As a project applicant, you will be sent this priority list. A position on the priority list does not automatically mean that grid capacity is available to you. This is and remains dependent on the capacity available from the grid operator.

Do you disagree with your position on the ranking list?

If you disagree with your position on the waiting list, you must file an objection or initiate summary proceedings (an expedited civil court proceeding) within 10 days of the waiting list’s publication. After this period, the right to file an objection or to initiate summary proceedings expires.
If two projects are tied for the same position on the priority list, a lottery will be held.

Costs

By submitting your application, you agree that the costs charged by the grid operator to the municipality for the transmission connection may be passed on to you as the applicant.

Priority Request

To obtain priority from the grid operator over other applications for a transmission connection (other than residential or educational facilities), you must submit a separate request for priority in addition to the application for transmission capacity. There is a separate procedure for this. If the municipality requests it, you will need the following to apply for priority:

  • A statement from the board, and
  • A civil agreement or a copy of an agreement between the municipality and the developer setting forth arrangements regarding housing needs, or a copy of a “ environmental plan ” (Municipal Development Plan) stating that residential construction is planned for the site

If the grid operator grants your request for priority, you will need

  • A Statement from the Board
  • Extract from the Chamber of Commerce
  • Copy of the environmental permit

Here you will find more information about requesting a board statement.
