Starting Your Own Childcare Business

Inspection by the GGD and administrative fees

Once we receive the fully completed and signed application form for registration in the National Childcare Register, we will instruct the GGD to conduct an inspection of your childcare center, childminding agency, or childminding service. Only if the GGD’s inspection shows that you meet the quality requirements of the Childcare Act will we include you in the LRK. This procedure, from application to registration, takes ten weeks. Only after these ten weeks have elapsed may you begin offering child care services. We charge a fee for the initial registration of your business in the LRK. The amount of the fee is listed in the fee schedule of the 2026 Fee Regulation, Title 3, Section 7.

Responsible Child Care

Childcare providers are legally required to offer responsible childcare. This means care that contributes to a child’s healthy development in a safe and healthy environment. Application for or change to registration in the National Child Care Register

When the Omgevingswet takes effect Omgevingswet January 1, 2024, new rules for child care will apply.

The Environmental Information Point (IPLO) is part of a partnership between municipalities, provinces, water boards, and the national government. On the IPLO website,, you will find information and examples regarding the regulations under the Omgevingswet that you, as an operator, need to know when starting or operating a child care facility.

These may include regulations regarding zoning plans, environmental permits required for construction, permits for fire-safe use, or regulations under the Liquor and Catering Act.

In our Policy Rules for Enforcement of the Childcare Act West Maas en Waal 2021, we also draw the attention of providers to this with an explanation of the term 'Strict at the Gate'. This term means that from the very beginning, we want to have sufficient confidence that a provider offers responsible and high-quality childcare. This implies, among other things, that a childcare provider knows which rules they must comply with before they can operate.

Only after you have taken care of all the necessary arrangements (including zoning requirements, permits, and fire safety) and met the quality standards set forth in the Childcare Act and the Childcare Innovation and Quality Act (IKK) can you apply to the municipality for registration in the National Childcare Register as the operator of a childcare center.
