Alien's Passport
What is an alien passport?
Do you have a valid residence permit but do not (yet) hold Dutch citizenship? If so, you can apply for an alien’s passport at your local municipality. With an alien’s passport, you can travel to any country except your country of origin.
Alien or refugee
Do you have refugee status? If so, do not apply for an alien’s passport; instead, apply for a refugee passport. You must also apply for a refugee passport at the municipal office.
The fees for an alien passport are:

Do you need to apply for an alien's passport urgently? In that case, you will be charged an additional fee of€60.30
How does it work?
An alien passport is valid for up to 5 years. The exact validity period of your alien passport depends on the duration of your residence permit. You can apply for an alien passport if you:
- do not have refugee status
- do not have a passport from your country of origin
- You live in the Netherlands, but you are not a Dutch citizen
- have a residence permit
- is registered with the municipality where you are applying for the passport
Passports for Children
Children with a residence permit need their own alien’s passport. To apply for one, written consent from the parents or a guardian is required.
What should I do?
- You must apply for an alien's passport in person at the municipal office.
- If you are applying for an alien's passport for your child, please bring your child with you.
- Make sure your fingers are clean, as fingerprints will be taken. Children under 12 do not need to have their fingerprints taken.
- You must pick up your alien passport in person. Please do so within 3 months of submitting your application, as the passport will expire after that.
- If you are picking up an alien's passport for your child, please bring your child with you.
Lost or stolen alien passport
- You do not need to file a report with the police.
- You can apply for a new alien’s passport directly at the municipal office. When you submit this application, you will be required to sign a Declaration of Loss.
- If you lose your foreigner's passport while abroad, you should report it to the local police.
What do I need?
- Your valid residence permit.
- A clear, recent passport photo taken no more than 6 months prior to the date of application. This passport photo must meet the requirements listed at .
- Your old alien's passport (if you have one).
- Debit card or cash. You pay immediately when you submit your application.
If you are applying for an alien's passport for your child, please also bring the following:
- Written consent from both parents or a guardian. Please use the form provided by the municipality.
- Valid identification documents for both parents or a guardian.
How long does it take?
It takes 2 to 4 months for your alien passport to be ready. The process takes this long because the IND ( ) and the Ministry of Foreign Affairs ( ) are involved in the decision-making process regarding your application.
Additional information
If you are unable to provide a fingerprint
If the counter clerk is unable to take fingerprints from one or more of your fingers—for example, because they are bandaged—they will take fingerprints from the fingers that are available.
If you are temporarily unable to provide any fingerprints at all, you will be issued an alien’s passport that is valid for up to 12 months.
If it is physically impossible for you to provide fingerprints, you are not required to do so. For example, if you are missing fingers or if your fingers are permanently damaged.
