Certificate of Good Conduct (CGC)
What is it?
A Certificate of Good Conduct (VOG) is proof of good conduct. Employers or organizations may request a VOG. For example, if you plan to work in childcare or education, or if you are applying for a firearms permit.

How does it work?
Teachers, taxi drivers, and childcare workers must have a Certificate of Good Conduct (VOG). You may also need a VOG because:
- if a future employer asks for this
- you are a self-employed professional and a client requests this
- you want to volunteer and the organization has asked you to
- when you apply for a visa
- you want to join a shooting club
- You are moving abroad
Justis is the government agency that processes all applications for a Certificate of Good Conduct (VOG). If you have not committed any criminal offenses, you will receive the VOG. If you have committed criminal offenses, further investigation is required. Justis will determine whether the criminal offenses are relevant to the application. If they are not relevant, you will still receive the VOG.
What should I do?
There are three ways to apply for a VOG.
Apply for a Certificate of Good Conduct through the municipality
- You will receive a form from your employer or another organization.
- Please submit this fully completed form to the municipality where you are registered.
Apply for a VOG online
You can only apply for a VOG online if the application has been submitted online by your employer or another organization.
- You will receive an email stating that you need a Certificate of Good Conduct.
- You can log in using your DigiD via the link in this email.
- Please review the information.
- You confirm that the information is correct.
Apply for a VOG directly through Justis
You must apply for the VOG directly through Justis at if you:
- is not listed in the Basic Register of Persons (BRP) or
- if you do not have a permanent residence or place of residence
Authorize someone else
Someone else may also apply for the VOG on your behalf. This is called granting power of attorney.
- In a letter, specify who you are authorizing and sign the letter.
- The authorized person will take this letter to the municipal office.
- This person must have your identification (or a copy of it) with them.
- The person must also be able to identify themselves.
Apply for a Certificate of Good Conduct (VOG RP) for a business, association, or foundation
A company, association, or foundation can apply for a Certificate of Good Conduct for Legal Entities ( , or VOG RP) through Justis. This cannot be done through the local municipality.
What do I need?
When you apply for the Certificate of Good Conduct through the municipality:
- completed and signed application form
- all documents you are required to submit according to the application form
- valid identification
Authorize someone else
If you have someone else apply for the Certificate of Good Conduct on your behalf at the municipal office, that person should bring the following:
- completed application form with all required documents
- letter of authorization
- a copy of your ID
- his or her own identification
How long does it take?
- VOG: You will be notified within 4 weeks of receiving your application.
- VOG RP: You will receive a response within 8 weeks of receiving your application.
Additional information
Volunteer organizations that work with children or people with intellectual disabilities may be eligible for a free Certificate of Good Conduct (VOG).
Rejection
If Justis is unable to issue a Certificate of Good Conduct (VOG), you will be notified in writing. You may file an appeal by sending a letter explaining why you should be granted the VOG. After receiving your appeal, Justis will make a final decision. If the decision is a rejection, you may file another appeal. If necessary, you may challenge the decision in administrative court.
Emigration, visa, or foreign work permit
If you are moving abroad to live or work and need a Certificate of Good Conduct (VOG) there, request an official document from the embassy, consulate, or your employer. This document must contain all the information requested on the application form.
