Heat Initiatives Grant Program

Would you like to work with your neighbors to explore ways to heat your homes more efficiently? For example, by looking into a collective heating system as an alternative to natural gas. Or by collaborating on an insulation project? Good to know: the municipality of West Maas en Waal offers residents grants to support these efforts.

Through this grant program, the municipality helps residents further develop their ideas and assess the feasibility of an initiative. In this way, we are taking steps together toward becoming a natural gas-free municipality by 2050.

What can you apply for a grant for?

Heating Initiative (up to €10,000 in subsidies)

  • Participation Assessment: An exploratory phase to determine whether there is sufficient support and engagement among residents to jointly develop a small-scale collective heating initiative. The participation assessment focuses on resident participation, organizational development, and joint vision-building. The costs consist solely of process and research costs; there are no implementation costs.

  • Feasibility Study A grant to investigate whether a small-scale collective heating initiative is technically, organizationally, and financially feasible, in line with the municipality’s Heating Program.

Insulation Initiative (up to €5,000 in subsidies)

  • Feasibility Study: To investigate whether the joint insulation of at least 20 households would provide added value. The grant is intended to encourage local residents to participate by, for example, creating promotional materials, organizing an informational evening for the neighborhood, or bringing in expertise—such as inviting someone to give a presentation or commissioning a report.

The total grant budget is €50,000. We process applications on a first-come, first-served basis.

Requirements

  • The initiative must not exclude any residents without a valid reason;
  • You actively share the knowledge you have gained with the municipality;
  • You must submit a project plan to the municipality in advance.

In addition, the following Requirements apply to heating initiatives:

  • The initiative is a collective alternative to natural gas;
  • If the initiative affects grid capacity, please coordinate this with the grid operator in advance.

What do you need to submit?

  • When you submit your application, you must provide a project plan. The project plan must include the following components:
  • A realistic budget and quotes;
  • Evidence that several residents in your neighborhood support this project (5 homes for heating, 20 planned homes for insulation);
  • Evidence that the initiative is a sustainable solution for reducing CO2 emissions;
  • For a heating initiative, you must demonstrate that the initiative is located in an area designated on the municipality’s heat map ( West Maas en Waal ) as a promising location for small-scale heating systems.

After you submit your application, we will contact you by phone. You will then receive guidance from the municipality as part of the application process.
