My passport/ID card has been lost or stolen
- Have you lost your passport or identity card, or has it been stolen? If so, you can apply for a new one. You can do this in person at the municipal office.
- Do you need to travel immediately? Then you can apply for an emergency passport from the Royal Netherlands Marechaussee.
What does it cost?
The costs for a Dutch identity card are:
- for persons under 18 years of age:€43.20
- for persons aged 18 and over:€80.10
The costs for a passport are:
- for persons under 18 years of age€67.05
- for persons aged 18 and over€88.65
Do you need to apply for a travel document urgently? Then you will pay a surcharge of€60.30.
What should I do?
You must report the loss to the municipality. This is necessary to prevent misuse of your old passport or identity card and to apply for a new travel document.
You no longer need to report the loss to the police, even if your passport or identity card has been stolen.
Report of missing person
It is mandatory to report a lost document in order to apply for a new travel document. It is also advisable to report a lost document even if you do not need to apply for a new travel document because you have another travel document. When you report a document as lost, the government will register the document number of your lost passport or ID card. This registration helps in the fight against identity fraud.
- You must apply for a new passport or identity card in person at the municipality.
- You fill out a form explaining how you lost the old document.
- After you report it, the city will record your travel document as lost. When it's checked, it'll be clear that your travel document isn't valid. This way, it can't be misused.
- If you do find your passport or ID card, you may no longer use it. You must hand in your passport or ID card to the municipality so that it can be invalidated. Even if your passport or ID card is found, it will be invalidated. Both measures are taken to prevent misuse.
- You can request a new document from the municipality.
- You must collect your passport or identity card in person. This must be done within 3 months of your application.
In some municipalities, it is possible to submit a missing person report in writing or digitally. Ask your municipality whether this is possible.
Reporting theft to your insurance company
Has your passport/ID card been stolen and are you insured against theft? If so, it is advisable to report this to the police so that you can provide proof.
Filing a tax return abroad
Have you lost your passport or identity card abroad? Report this immediately to the local police. You can then apply for an emergency document at the Dutch embassy or consulate. You do not need to report this to the Dutch police in the Netherlands. With the foreign police report, you can apply for a passport or identity card at the municipality.
Apply for an emergency passport

What do I need?
- A good-quality passport photo that is no more than 6 months old at the time of application. This passport photo must meet the passport photo requirements.
- if applicable, the foreign police report if you lost your passport or identity card abroad
- debit card (or cash) to pay
How long will it take?
Your passport or identity card will usually be ready after 6 working days.
The municipality may need to conduct an investigation to verify your identity. In that case, it may take longer before you receive your passport or identity card.
