Laying cables and pipes on public land
What is it?
You may only lay cables and pipelines in the ground with the municipality's permission. If you need permission, the rules from the AVOI (General Regulation on Underground Infrastructure) and the West Maas en Waal Cables and Pipelines Handbook apply.
Costs
The fee is€520.00for processing a report or application regarding the granting of consent or a permit concerning the location, time, and manner of carrying out work as referred to in Article 5.4, paragraph 1, of the Telecommunications Act and Article 5, paragraph 1, of the General Regulation on Underground Infrastructure (AVOI).
For continuous excavation work over a length of 25 meters or more, the rate is increased by€1.30per linear meter of trench to cover coordination and supervision costs.
How does it work?
General Regulation on Underground Infrastructure (AVOI)
The AVOI applies to the installation, maintenance, and removal of cables or conduits for utility networks in or on public lands. This applies to the extent that the municipality manages, owns, or has coordination obligations regarding such lands in accordance with the Act on Obstacles under Private Law and/or the Telecommunications Act.
On the one hand, the AVOI fulfills the municipality’s legal obligation to draft a Telecommunications Ordinance. On the other hand, it establishes local policies that also cover other cable and pipeline networks (utility networks).

What should I do?
To file a report, apply for a permit or approval, or notify us of the start or completion of work, you must use the MOOR online application at .
Term
The municipality will make a decision on your application within 8 weeks. This period may be extended once by 8 weeks.
Objections and Appeals
You may file an appeal against the decision regarding your application within 6 weeks of the date the decision was sent.
