Laying cables and pipes in public land
What is it?
You may only lay cables and pipes in the ground with permission from the municipality. If you need permission, the rules set out in the AVOI (General Regulation on Underground Infrastructure) apply, as does the West Maas en Waal Cables and Pipes Manual.
Costs
The fee is€520.00for processing a notification/application in connection with obtaining consent or a permit regarding the location, time, and manner of performing work as referred to in Article 5.4, first paragraph, of the Telecommunications Act and Article 5, first paragraph, of the General Regulation on Underground Infrastructure (AVOI).
For continuous excavation work over a length of 25 meters or more, the rate will be increased by€1.30per linear meter of trench for coordination and supervision.
How does it work?
General Regulation on Underground Infrastructure (AVOI)
The AVOI applies to the construction, maintenance, and removal of cables or pipes for networks in or on public land. This applies insofar as the municipality manages or owns this land or has coordination obligations in accordance with the Obstructions Act and Private Law and/or Telecommunications Act.
On the one hand, the AVOI fulfills the municipality's legal obligation to draw up a Telecommunications Ordinance. On the other hand, it provides for local policy that also concerns other networks of cables and pipes (utility services).

What should I do?
To submit a notification, apply for a permit or consent decision, or report the start or completion of work, you must use the MOOR internet application .
Term
The municipality will make a decision on your application within 8 weeks. The period may be extended once by 8 weeks.
Objections and appeals
You may object to the decision regarding your application within 6 weeks of the date on which the decision was sent.
