Municipality wants to buy Jasmin Group properties

On June 14, 2024, the Municipal Executive of West Maas en Waal decided to purchase Raadhuisdijk 18 in Maasbommel and Wilhelminastraat 9 in Wamel and to buy out part of the lease agreement. Discussions with the Jasmin Group have already begun.
An additional roundtable discussion on this topic will take place in the city council on June 18. The city council will make its final decision on June 27.
Considerations
The council's decision was determined by factors such as spatial integration, public support, traffic safety, social cohesion, feasibility, and financial viability.
At the same time, the municipality continues to consider it important to contribute to the reception of Ukrainian displaced persons and unaccompanied minor foreigners.
Alderman Van den Boom-Witzel: "As a municipality, we have a responsibility to provide shelter for refugees and displaced persons. However, upon closer inspection, Raadhuisdijk 18 and Wilhelminastraat 9 proved to be less suitable. In the summer, we will look at how we can make good use of the buildings in a different way. The alternatives drawn up with the sounding board group provide a good basis for this."
In consultation with the Jasmin Group
The municipality is in consultation with the Jasmin Group regarding the decision to purchase the buildings and buy out the lease agreement. Alderman Van den Boom-Witzel is hopeful that an agreement can be reached: "We have therefore put the preparations for the preliminary relief proceedings on hold. This does not apply to the appeal. We will only withdraw this once an agreement has been reached with the Jasmin Group."
Additional roundtable discussion, comments welcome
On June 18 at 8 p.m., there will be an additional roundtable discussion on Space. The municipal council will then discuss the proposal from the municipal executive. Residents can speak at the meeting. They must register in advance by emailing griffie@westmaasenwaal.nl. The council proposal can be found on the municipal website under the RTG of June 18. The final decision will be made on Thursday, June 27.
Focus groups are aware
The members of the Maasbommel and Wamel sounding board groups were informed today by the alderman at the town hall. They were also thanked for their efforts.
The sequel
During the summer months, the project group will draw up an action plan for the buildings. The plan will also outline how we will involve the local community in the further development.
Background
In the summer of 2023, the idea arises to create additional shelters for Ukrainian refugees. In August 2023, the municipal executive signs a lease agreement with the Jasmin Group for this purpose. In the fall of 2023, the Jasmin Group purchases Raadhuisdijk 18 in Maasbommel and Wilhelminastraat 9 in Wamel. During two information evenings in Maasbommel and Wamel, residents raise objections about the suitability of the buildings, the locations, and traffic safety. The municipal executive decides not to accommodate displaced Ukrainians in Maasbommel and to further investigate the situation in Wamel.
On February 29, 2024, the municipal council adopts a motion instructing the municipal executive to present a plan by June 27, 2024, at the latest. Area analyses have been carried out and, in order to involve the local community, sounding board groups have been set up in Maasbommel and Wamel. These have provided valuable input.
The scenarios examined are:
- Maasbommel
- Apartments (4 and 8)
- Thomas House
- Hospice
- Shelter for 15 Ukrainian displaced persons
- Purchase of property and termination of lease agreement
- Shelter for 20-25 unaccompanied minor foreign nationals
- Wamel
- Shelter for 12 Ukrainian displaced persons
- Shelter for 20 Ukrainian displaced persons
- Shelter for 30 Ukrainian displaced persons
- Shelter for 40 Unaccompanied Minor Foreigners
