What is an operating agreement?
An operating agreement contains agreements on the construction of public facilities, such as:
- sewer system
- weigh
- lighting
- preparing land for construction
The municipality makes agreements about this with project developers, construction companies, or housing cooperatives. The agreement specifies, for example, who will pay the costs for constructing the facility.
