Organize an event
What is it?
An event is a “public entertainment activity.” The key factor is whether the event is private. This means that if the event takes place at your own location and is for your own employees, no permit is required. The fact that you have to buy tickets or pay an admission fee does not make an event private.
A weekly market, bingo night, or raffle; a regular sports game; a theater performance; or a street performer’s act does not constitute an event.
Are you planning to organize an event? In some cases, all you need to do is file a notification. In other cases, you will need an event permit.
Event Policy
The 2024–2028 Events Policy outlines the applicable laws and regulations, the relevant policy guidelines, and the permit application process. It also provides practical guidance to ensure that events—and their organization—run as smoothly as possible.
Permit or notification?
Below are the Requirements filing a notification. If you Requirements all Requirements , you may simply file a notification of the event. If this is not the case, you must apply for a permit.
- The number of people present at any one time shall not exceed 250;
- The event will take place between 10:00 a.m. and midnight (until 1:00 a.m. on Friday and Saturday);
- No music may be played before 10:00 a.m. and/or after midnight;
- The noise level at a distance of 2 meters and at a height of 1.5 meters from the facade of the homes is less than 70 dB(A) and 80 dB(C);
- The event will not interfere with traffic or emergency services;
- Only small structures with a floor area of less than 25 m² per structure will be permitted;
- No alcoholic beverages are sold;
- There is an organizer.
Requirements your event meets all of Requirements above Requirements you, as the organizer, do not need to apply for a permit; however, you must submit a written notification at least 15 business days prior to the event. There is no fee for submitting a notification.
What should I do?

Costs
Currently, all event permits are free of charge. This means that applying for an event permit is free of charge.
Emergency or Safety Plan and Floor Plan
If your event does not qualify for notification but requires a permit, you will see in the application form that you must also submit an emergency or safety plan and a floor plan. The Gelderland Zuid Safety Region has provided a template for this purpose. You can download this sample emergency plan (PDF 499 kB). Submit an event
You can submit a report online. To do so, you must log in using DigiD or eHerkenning.
How long does it take?
Please note that there is a 12-week application period for event permits.
