Healthcare cost compensation scheme

What is it?

Do you have a low income? And do you have supplementary health insurance? Or do you have healthcare costs that exceed €385? If so, you may be entitled to a contribution from us.

The scheme is also available to residents on low incomes who can demonstrate that they have had a chronic illness or disability for at least 26 weeks in the past year.

Who is it for?

The scheme is for people aged 18 and over with:

a. a low income and little or no assets, and

  • basic insurance with supplementary insurance (regardless of type/form) or
  • demonstrable healthcare costs in the calendar year exceeding €385 per person

or
b. have a low income and little or no assets who are chronically ill or disabled.

Demonstrable healthcare costs are understood to mean the statutory personal contribution (this does not include the deductible) and/or non-reimbursed medical expenses. Self-medication is not included in the healthcare costs referred to here.

A resident is considered chronically ill or disabled if he/she has

A. an indication of at least 26 weeks for a provision based on

  • the Social Support Act (not being a grant for participation in collective demand-responsive transport)
  • the Long-Term Care Act (Wlz)
  • the Health Insurance Act (Zvw) in the form of personal care
  • the Youth Act (not including foster care, parenting support, or treatment) or

B. a disabled parking permit (as driver or passenger) or

C. a benefit for permanent incapacity for work (at least 80%)

The income and asset limits do not apply if, at the time of application, you have a (current) debt settlement arrangement based on the Municipal Debt Assistance Act or the Debt Rescheduling (Natural Persons) Act. This also applies if you, as the entitled party, have been granted financial or budget management by the municipal debt assistance provider.

What am I entitled to?

If you have a low income, little or no assets, but you do have basic insurance with a supplement or demonstrable healthcare costs in the current calendar year that are higher than or equal to €385, you are entitled to €250 per year.

If you meet the income and asset requirements and you also have a chronic illness or disability, you are entitled to a reimbursement of €350 per year. People with chronic illnesses and disabilities receive this higher amount because they will be excluded from the Voucher Scheme as of January 1, 2024.

The amount of compensation to which a person is entitled depends on the length of time that the person for whom the compensation is being requested has been a resident. The amount is based on the number of full months per calendar year.

What should I do?

Anyone who wants to receive compensation must complete a digital application form and submit it together with the requested information. The application must be received before December 31 of the calendar year. It is not possible to submit an application for previous years.

Please note: If you are applying as a chronically ill or disabled person, you must also submit a copy of the Wmo decision.
