Contribution to Early Childhood Education

What is it?

The toddler daycare is a safe environment where your child has space to play. Your child will meet peers and become familiar with all kinds of play and developmental materials. This prepares your child for primary school.

If your child is experiencing developmental delays, the Early Childhood Education (VVE) program can offer your toddler extra support. Your toddler will then attend the childcare center for additional half-days. Participation in this VVE program is completely free of charge.

In order to participate in the VVE program, your child must attend the first two half-days of preschool. West Maas en Waal wants to offer all preschoolers equal opportunities for development. That is why it is possible to qualify for a reimbursement of the personal contribution for the first two half-days of preschool.

What requirements must I meet?

The allowance is only granted to the applicant for children aged between 2 and 4 years. The allowance is granted to cover the costs of the personal contribution for the first and second half of the day for attending preschool when participating in a program for early childhood education (VVE). You have an income of up to 120% of the social assistance standard, little or no capital, and children who belong to the target group. You can also submit an application if, at the time of application, you have a (current) debt settlement arrangement based on the Municipal Debt Assistance Act or the Debt Rescheduling (Natural Persons) Act. Residents who have been granted financial or budget management assistance by the municipal debt assistance provider are also considered eligible.

What am I entitled to?

The amount of the contribution is limited to the difference between the hourly rate charged by the preschool childcare organization and the childcare allowance granted by the Tax and Customs Administration or the contribution to the costs of preschool childcare provided by the municipality. 
Entitlement to a contribution arises on the first day of participation (but not before the day on which the child for whom the application is submitted reaches the age of 2) and ends on the last day of participation, but no later than the day on which the child reaches the age of 4.

The reimbursement must be spent on the purpose for which it was received. You must be able to demonstrate, on the basis of purchase and/or payment receipts, that the reimbursement received was spent on the purpose for which it was received. No reimbursement can be requested for a calendar year that has already passed.

How does it work?

You can apply for the toddler care allowance if you:

  • has an income of up to 120% of the social assistance standard, and
  • have little or no assets, and
  • children aged 2 to 4 years who participate in the early childhood education program

When applying, you must submit proof of enrollment/participation in both preschool (for 2 half-days) and an early childhood education program (for 2 half-days).
