2. Subject to the approval of the council, agree to the amendment of the text of the GR-BSR in two phases, namely:
   • Phase 1: following a round of updates, to be finalized by July 1, 2026;
   • Phase 2: following the accession of the aforementioned five municipalities, to be finalized before January 1, 2027.
3. Not to make use of the opportunity for the council to express its opinion in response to the substantive update by the BSR of the Service Level Agreement (SLA) and the name change to Cooperation Protocol.
