2. Subject to the council’s approval, approve the amendment to the text of the GR-BSR in two phases, namely:
   • Phase 1: following a round of updates, to be finalized by July 1, 2026;
   • Phase 2: Following the accession of the aforementioned five municipalities, to be finalized by January 1, 2027.
3. Not to exercise the right to submit comments to the Executive Board regarding the BSR’s substantive update of the “Service Level Agreement (SLA)” and the renaming of the document to “Cooperation Protocol.”
